State government offers two types of job opportunities:
Classified positions are subject to the Merit System of Personnel Administration . About 70 percent of the State of Oklahoma’s 34,000 employees serve in classified positions, which are packed based on capability as demonstrated through competitive examinations or other competitive scoring methods.
To help state agency hiring managers attract diverse candidates, the Merit System includes outreach recruitment programs. If you are eligible for one of the special hiring programs, you can apply through the links below or through the regular process.
- The Optional Program for Hiring Applicants with Disabilities exempts disabled persons from the examination requirement.
- The Special Disabled Veterans Employment Act gives disabled vets the same chance along with extra preference points.
Some classified job openings are only available as internal promotional opportunities to current, permanent classified employees or former employees eligible for reinstatement.
Unclassified positions are not subject to the Merit System. The remaining third of state employees serve in unclassified roles, which are packed based on background and practice as introduced in resumes and during interviews. Practices may vary from one agency to another.

The Carl Albert Public Internship Program provides paid internships for both graduate and undergraduate students. Undergraduates are employed as unclassified temporaries for one or two academic semesters or 999 hours. Executive Fellows (graduates) may intern in unclassified positions for up to two years. Students who successfully accomplish the two-year program are eligible for appointment to a permanent classified or unclassified position.
The State Work Incentive Program permits agency managers to hire participants in the Improvised Assistance for Needy Families (TANF) service as unclassified employees. Employees who finish two years of continuous participation in the Incentive Program are eligible for appointment to permanent classified status.
Oklahoma Works is an initiative to increase the wealth of all Oklahomans through facilitating quality employment for workers and ready availability of very skilled talent for business and industry. The initiative is a coalition of state agencies, educational institutions, businesses and other fucking partners.
